note: This article was written just before the Nandimarg massacre,
and provides insights about some of the controversial decisions of
the M M Sayeed government vis-à-vis Pundits.
As
if the Farooq Government had not played enough jokes with the Kashmiri
Hindus on their rehabilitation in the Valley, the new Chief Minister
Mufti Sayeed toeing his line has played another cruel joke with the
exiled Community.
Firstly,
he promised to settle them back in the valley starting with housing
few families in two temples, one in Mattan and the other in Tulamulla
area near Kheer Bhawani. And now he has thought of another plan of
providing them employment once they return to the valley. The new plan
has come to be seen as more a fiction than a reality.
Let
there be no misunderstanding Mufti is trying to be the wisest Chief
Minister of the state promising moon to the Kashmiri Migrants which he
knows is far far away from them. He is, undoubtly living in Ethopia
and he expects Kashmiri Migrants also to live in the same. Little
knowing that the highly educated community cannot be fooled by his jugglery
and fake assurances.
There
can be no two opinions that Mufti is pretending to be very smart and
wants to be a Messiah to the Migrant community. Today he roles out red
a carpet and tomorrow he asks them to show how they can walk over it
?. He assures them aid after aid but attaches condition after
condition.
He
offers them Govt jobs but asks them to return back. Despite knowing
that life is costlier than a Govt job still he insists on their
return. May be some unemployed youths would prefer to go back in lure
of a job provided but not on the condition laid. Mufti’s condition,
first return and then job is unsustainable and undurable.
It
is explicit that Mufti is misleading with the Kashmir Migrants and
wants them to live in fools paradise and count the days, months and
years for him to carry them back into the Valley. To show his concern
for the Migrants he has started touring Migrant Camps in Jammu. The
Chief Minister has recently visited many Migrant Camps in Jammu and
extended Shivratri greetings to the inhabitants. Mr. Mufti distributed
gifts and walnuts among the dwellers as a token of goodwill.
Besides
Mufti assured them that relief amount would be increased in
consultation with Prime Minister Shri Atal Behari Vajpayee, and his
Govt would try to improve power supply and repair one room shelters etcetera.
On the one hand Mufti is assuring all help and better facilities to
Kashmiri Migrants while as on the other side his Govt has reduced the
annual fund allocation for the Migrants from Rs 165 Crores to Rs 145
Crores.
This
decision exposes his double standards and his concern for the Migrant
Community. While in Jammu he was paying lip service to Kashmiri
Migrants and during the Shivratri days he was enjoying with some
Kashmiri leaders and hired artists at India Habitat Centre. For
Kashmiri Migrants his Government has no funds but for cultural
extravaganzas his government has enough funds.
The
programme at India Habitat Centre is sponsored by J and K Bank and
Jammu and Kashmir Tourism Development Corporation jointly. The Jammu
and Kasmir state being cash ridden can spend on cultural events but it
has no money to spend on the improvement of living conditions in the
Camps.
What
Mufti is up to, only he knows but as far as Kashmiri Migrants know he
is doing all this to enhance his secular image before the countrymen
and the Central Govt. Incidentally, the Kashmiri Migrants could not
overlook the fact that Mufti has been the mastermind behind the riots
in Anantnag during 1986. Celebrating the “Herat” function in the
Capital of India cannot help him in washing away his past sins and his
present ill intentions to hoodwink the displaced community.
